RULES OF PROCEDURE OF THE DEUMAGA ROYAL SUPERIOR INSTITUTE (DRSI)
Chapter 1: GENERALITIES AND PROVISIONS FOR CREATION
ARTICLE 1:
The DEUMAGA Royal Higher Institute was created by ministerial authorization n 14/02284 / L / MINESUP / SG / DDES / ESUP / SDA / OAGS of April 09, 2014.
ARTICLE 2:
The DEUMAGA Royal Higher Institute is open for the start of the 2014-2015 academic year by ministerial authorization n 14/02284 / L / MINESUP / SG / DDES / ESUP / SDA / OAGS of April 09, 2014.
ARTICLE 3:
The DRHI trains undergraduate and graduate students and prepares the following diplomas:
- Higher Technician's Certificate (BTS)
- Higher Diploma of Professional Studies
2) Training in BAC + 3: Professional License
3) Training in BAC + 4 and 5: Master
4) BEPC or CAP + 2 training: Capacity in Law (Only in evening classes)
ARTICLE 4:
DRHI campus 1 is in Yaoundé Omnisport, Avenue Marc Vivien FOE, PO Box: 6320, Mfoundi department, Central Republic of Cameroon region.
ARTICLE 5:
The DRHI includes several establishments or faculties, namely:
- Higher Institute of Hotel and Tourism Management (GHT)
- International Institute of Banks, Insurance and Accounting (2iBAC) at)
- Higher School of Engineering and Agronomy (ESIA)
- Institute of Medical Training (ISFORM)
N.B .: ESIA and ISFORM will open the doors during the 2015-2016 academic year on the Yaoundé campus
ARTICLE 6:
The DEUMAGA Royal Higher Institute is a private body with its own legal personality. Its ambition is to:
Ø Prioritize quality and excellence through a mandatory evaluation and monitoring system for the entire university community. Above all, he will ensure that the lessons provided there match the needs of both national and international companies, and the full development of the individual while respecting the principles of democracy, human rights and public freedoms.
Ø Promote and strengthen research as a means of creating and renewing knowledge, the purpose of which is to promote the blossoming of the intellectual, moral and cultural capacities of students. The latter, although deeply rooted in African culture, are called upon to demonstrate scientific, technological, artistic creativity and critical thinking.
Ø Pay particular attention to second cycle studies. The lessons included should lead to dissertations that focus on interesting themes of integral development, bilateral and multilateral relations, and professional strategies.
Ø Establish reflections of collaboration with universities and specific educational structures both inside and outside. The international vocation of the DEUMAGA Royal Higher Institute, marked from its creation by the collaboration of European, American, African and Asian university institutions will be consolidated, in the future, by the reception of students, teachers and researchers in from universities having in common the quality of teaching and education.
Ø Prepare the student for professional training through academic internships within companies in accordance with his training.
Chapter 2; SCHEDULES, ATTENDANCE AND LEAVE
TITLE 1: SCHEDULES
ARTICLE 7:
Classes will take place at the following times, except in the event of changes made by the academic authority.
TODAY'S SCHEDULE
- 8:00 a.m. to 12:00 p.m. in the morning
- 2:00 p.m. to 5:00 p.m. in the afternoon
MASTER EVENING SCHEDULE; From 5:00 p.m. to 9:00 p.m.
ARTICLE 8:
The timetables are set out in Article 7. They can be changed depending on the availability and timetables of teachers coming from outside, but will be communicated before the start of lessons.
The rooms are open half an hour before the start of the lessons. Campuses are closed from the start of classes until a break or the start of the next class, in order to prevent the movement of students in the corridors from disturbing the peace of the classes.
TITLE 2: ATTENDANCE
ARTICLE 9:
Students are required to be on time. They must be in place before the teacher enters. No one may be admitted to class after the start of the course, except with the express permission of the teacher.
ARTICLE 10:
Attendance being the first condition for success, any absence both from classes and from practical or supervised work must be duly justified, in writing, by the student or by his parents or guardians.
ARTICLE 11:
For courses, five (5) unjustified absences during a semester (first or second) results in exclusion from the exams of the first session. In this case, the student is authorized to attend the second session. These penalties are applicable for practical or supervised work: five (5) absences are sufficient to be excluded from the first session. The student is authorized to attend the second session.
TITLE 3: LEAVE
ARTICLE 12:
The leaves are fixed by the academic authorities of the DRHI according to the general framework recognized by the State and in accordance with the current program.
CHAPTER 3: SCHOOL LIFE
ARTICLE 13:
All persons who have complied with the formalities required by said institute are recognized as students of the DEUMAGA Royal Higher Institute, namely:
1- Certified true birth certificate extract
2- Certified photocopy of the BAC or Certificate of Success
3- BAC transcript
4- Transcript of records if there are years of university or other studies for the Masters
5- Photocopy of other diplomas and equivalence by the competent authority
6- 06 ID photos
7- Parental authorization for minors
8- Attestation of payment of tuition fees, by the father, the tutor, an organization or any other person.
9- Receipt of payment of the application fee of 15,000 FCFA
10- Certificate of admission to the diploma of the previous year or UV prepared.
11- Medical expenses of 5,000 FCFA
12- Registration authorization after payment of 40,000 FCFA
13-02 stamped envelopes at 400FCFA addressed to the candidate.
ARTICLE 14:
Students have the right:
To receive a theoretical and practical education of quality, according to the programs,
To know the teaching and evaluation methods adopted by the educational committee,
To have adequate facilities that promote the normal conduct of quality training,
· To sit on the Council of the DEUMAGA Royal Higher Institute and to make proposals there through the votes of their representatives.
ARTICLE 15:
The presence of students in class is compulsory. They are required to be attentive and disciplined. Wearing ceremonial dress is also compulsory during official ceremonies organized by the institute and the presence of all students during these ceremonies is compulsory. No exceptions are allowed. No student may be admitted to the Institute if he is not wearing his uniform on the days indicated by the internal regulations.
ARTICLE 16:
Studies are organized in cycles, on a six-monthly basis.
· Each semester includes an average of twelve (12) weeks of training and three (03) weeks of evaluations in hours;
· In all cycles, lessons are organized in the form of Unit of Values (UV) that can be capitalized and evaluated as such.
ARTICLE 17:
Students carry out academic work related to their course.
Any work requested by the teacher in order to prepare the student to pass the assessments must be carried out with care and within the prescribed time.
The DEUMAGA Royal Higher Institute, being a private body, has an obligation of results. For this reason, any student who registers agrees to respect the rigor of the work.
ARTICLE 18:
These are qualified teachers and researchers who teach and carry out evaluations in institutes, colleges and specialized centers. The faculty is made up of:
- Permanent staff appointed by the Rector after consulting the Pedagogical Committee.
- Temporary staff from other universities and professional circles.
- Emeritus professors, associates or visitors,
- Assistants of faculties or higher schools.
ARTICLE 19:
Anyone approached to teach at the Royal Deumaga Higher Institute must receive the approval of the Management Committee and compile an administrative file including:
1 a vacation request
2 a certified copy of the national identity card
3 a curriculum vitae
4 a photocopy of the highest diploma
5 two passport photos
Article 20
When the complete file is submitted to the general secretariat, a partnership agreement is then proposed to the teacher. This agreement must expressly specify:
- The sector concerned
- The hourly volume granted
- The period over which the courses must be given
- The hourly amount of the vacation
- The terms of payment of the vacation
This commitment must be signed by both parties before the start of the course.
Article 21
Teachers are bound by the following obligations:
Be present, assiduous and punctual in the courses they are responsible for teaching and respect the program that was established at the beginning of the academic year. Any unjustified absence 48 hours before the start of the said course constitutes serious professional misconduct and the penalties incurred may extend to termination of the contract.
- Accomplish their mission with the fidelity and professional omniscience required for the profession. They will ensure in particular to update their corrections and knowledge and to observe the rules of ethics under the direction of the heads of department.
- Respect the heritage of the Royal Deumaga Higher Institute by making use of the facilities and equipment made available to the university community in accordance with standards.
- Participate in all the activities of the institute (meetings, seminars, workshops, official ceremonies, etc.) in collaboration with the services responsible for the animation of student life,
- Respect the charter and internal regulations of the Institute
CHAPTER 3: TEACHERS
Article 22
Teachers must be able to exercise their work in complete freedom
Have the material and technical means necessary for the accomplishment of their mission according to the possibilities of the DEUMAGA Royal Higher Institute.
Know the procedures for evaluating and controlling students' knowledge.
To be informed of everything that is likely to facilitate their tasks and make them more efficient.
Participate in all of the institute's activities (meetings, seminars, workshops, official ceremonies, etc.) in collaboration with the services responsible for the animation of university life.
CHAPTER 4: PARENTS
Article 23
Parents should maintain an ongoing relationship with administration, teachers and staff to keep abreast of our program development and results.
Monitor their children's work and discuss it, if necessary, with the school authorities.
Article 24
Parents must pay their children's school fees within the time limits according to the payment method established by the accounting department.
In the event of non-payment on time. No university document will be issued. The students concerned may even be temporarily expelled until their situation is regularized and may be prohibited from composing.
Any departure of the student during the year must be notified in advance to the authority, failing which the integrity of the tuition fees will remain due.
In the event of renunciation or abandonment, the advances or the total tuition fees will not be reimbursed.
Article 25
The Royal Deumaga University Institute is a place of knowledge and education. Any behavior going against this goal will be severely sanctioned.
Article 26
Are prohibited:
- Noisy individual or collective demonstrations;
- Fighting and belligerent behavior by students among themselves or towards members of the administrative or teaching staff;
- Gestural or verbal manifestations of disrespect aimed at members of administrative or teaching staff;
- The use of objects or devices likely to disturb lessons (tape recorder, radio, cell phones, whistles, etc.);
- All objects likely to cause injury (knife, stones, etc.,) weapons of any kind, smoke and tear gas bombs, alcohol and drugs of any kind.
CHAPTER 5: INFRATIONS AND SANCTIONS
Article 27
Violations of these provisions will be subject to sanctions ranging from verbal warning to appearance before the Disciplinary Board of the DEUMAGA Royal Higher Institute in the event of a repeat offense.
Article 28
The following disciplinary sanctions take into account the seriousness of the fault:
- The warning with entry in the file
- Zero at the evaluation if the absences are not justified;
- Exclusion from the course by the teacher
- The reprimand with entry in the file
- temporary or permanent of the Establishment
CHAPTER 6: PROVISIONS CONCERNING ADMINISTRATIVE AND TECHNICAL STAFF
Article 29
Anyone recruited as an administrative or technical agent must compile an administrative file including:
- a job application
- A birth certificate extract
- A resume
- A photocopy of the highest diploma in his specialty
- 2 identity photos.
- The contract must then be drawn up clearly specifying the nature of the job and the status of the agent (permanent, temporary or intern). When it comes to temporary employment or internship, the duration must be defined. The contract must be duly signed by both parties.
CHAPTER 7: FINAL PROVISIONS
ARTICLE 30
These internal regulations will be displayed and brought to the attention of all the partners of our Establishment. All people who have signed a commitment with the Deumaga University Institute of any kind (registration for students, provisional or permanent hiring for staff, vacation agreement for temporary workers, etc.) are supposed to have taken it. knowledge and accept its provisions.
